Spurs picked up their second point of the season, but remain bottom of the Premier League.
The Lilywhites did not do enough to warrant anything more from a disappointing stalemate at White Hart Lane.
And the final whistle was greeted by boos from some sections of the ground.
Once again, Tottenham looked toothless up front and the Wigan rearguard had a largely comfortable afternoon. Keeper Chris Kirkland only had to make one or two routine saves.
It was a quiet start, the first real chance not coming until the 17th minute, Darren Bent seeing keeper Chris Kirkland hold his curling effort from the edge of the box.
Wigan were happy to sit back and soak up the little pressure there was, Spurs struggling to create chances.
It was not the opening Tottenham had wanted, the home fans becoming increasingly frustrated by the lack of goalmouth action.
Their only consolation was the fact that the Latics had not posed any threat either, Heurelho Gomes largely a spectator in the first half-hour.
Wigan's first shot came from Jason Koumas on 32 minutes, but his free-kick was straight at the Spurs keeper.
However, the visitors were starting to gain in confidence and Amr Zaki perhaps should have done better with a shot on the turn, the ball sailing well over.
The best moment of a dire first half came from Wigan, Paul Scharner forcing Gomes to push away his volley at full stretch with just a couple of minutes to go.
The visitors finished the half the stronger, Spurs having lost their way completely.
Head coach Juande Ramos brought off Roman Pavlyuchenko at the interval, Fraizer Campbell the man replacing him, as Tottenham looked to get out of first gear.
But it was Wigan who had the first shot of the second half, Zaki shooting straight at Gomes.
Tottenham continued to labour, despite the efforts of their fans, who tried to rouse them from their slumbers.
Their first effort of the second period came from Bent on the hour, but his header from a Gareth Bale cross was too high and Kirkland never looked in any danger.
There were calls for a penalty when sub Aaron Lennon was tripped on the touchline just inside the area by Maynor Figueroa, but the referee waved away the appeals, much to the disgust of the home bench.
Lennon's introduction had given Spurs a boost, the Latics now pinned in their own half.
And the winger almost scored with 20 minutes to go, volleying just wide from the edge of the area after chesting the ball down. It was the closest the Lilywhites had come to a goal.
Bale then put over an inviting cross, but no one was able to get on the end of it, as the hosts cranked up the pressure.
In a final throw of the dice, Ramos threw on Tom Huddlestone, his third substitute, with ten minutes to go.
But clear-cut chances were few and far between, Bent driving wildly wide from the edge of the box, an effort that summed up Tottenham's performance.
Jamie O'Hara had a sniff of goal, but also drove wide, while Kirkland got down well to smother a long-range Huddlestone effort.
At the other end, Oliver Kapo, always stretching, headed the ball on to the roof of the net.
With three minutes to go, Gomes had to be on his toes to push over a Kapo drive, as Wigan looked to sneak a winner.
Henri Camara also tried his luck from distance, but was well wide, the Latics finishing the stronger.
